On a live construction site, recording comes after safety. The manager should stop in a safe position, describe one issue clearly, take the required supporting evidence and continue the walk only when attention can return fully to the environment.
This protocol is designed for approved snagging, site observations and handovers. It does not replace competent inspection, immediate safety action, permits, contractual notices or the controlled project record.
The non-negotiable rule
Do not operate a recorder while:
- walking through a live work area
- using stairs, ladders or temporary access
- directing vehicles or plant
- working near lifting operations
- entering a restricted zone
- carrying out any safety-critical task
Follow site rules for phones, cameras, electronic devices and confidential information. HSE guidance emphasises site-specific rules, induction and ongoing briefings such as toolbox talks.
The eight-part snag sentence
Every recorded item should follow the same order:
- Location — block, level, grid, room or elevation.
- Trade — responsible package or subcontractor.
- Observation — what is incomplete, damaged or inconsistent.
- Required action — what needs to happen next.
- Priority — safety-critical, programme-critical or routine.
- Evidence reference — photograph, drawing, specification or RFI.
- Owner — person or organisation responsible.
- Deadline — agreed or required response date.
Example:
“Block B, level three, room 3.14. Drylining package. Fire-stopping above the door head is incomplete. Complete before ceiling inspection. Programme-critical. Photograph 27, drawing A-314. Site manager to confirm closure by Thursday.”
The safe snag-walk sequence
- Plan the inspection route and identify restricted areas.
- Observe the condition without handling the recorder.
- Move to a safe stopping point.
- Use the eight-part snag sentence.
- Take the permitted photograph or document reference separately.
- Confirm the recording has saved.
- Return full attention to the site before moving.
- Repeat only for the next distinct issue.

Do not turn a spoken promise into a contractual instruction
A subcontractor saying “we will sort it tomorrow” may support an action note. It does not automatically create the formal instruction, notice, variation or acceptance required by the contract.
The reviewed transcript should be routed into the authorised snagging, RFI, change, commercial or document-control process.
Noise-control routine
Construction audio can be affected by wind, radios, reverberation, PPE, vehicles and machinery. Improve the source by:
- moving away from operating plant before speaking
- facing the microphone
- using short sentences
- stating numbers digit by digit
- spelling unusual names and room codes
- using verbal headings such as “location”, “issue” and “deadline”
- reviewing the transcript the same day
No transcription system can recover speech that was never captured clearly.
Site briefings and toolbox talks
HSE describes a toolbox talk as a short presentation to the workforce on one aspect of health and safety. A recording may help prepare or document an approved briefing summary, but it should not replace the actual presentation, site-specific information, attendance evidence or confirmation that workers understood the message.

Shift and manager handovers
A useful handover recording should focus on temporary conditions and incomplete controls:
- restricted areas
- unfinished work
- temporary works or protection
- outstanding permits and isolations
- expected deliveries or lifting operations
- planned inspections and visitors
- issues requiring escalation
Convert the approved transcript into the site’s normal handover record. Do not leave the next shift to search through a long audio file.
Private end-of-day diary draft
From a safe office or welfare location, the manager can dictate:
- weather and material conditions
- labour and key trades present
- work completed
- deliveries and inspections
- delays and causes reported
- instructions or decisions received
- unusual events
- priority actions for tomorrow
Verify the transcript, then create the factual site diary in the required format.
Worker privacy
A short disclosed recording of a defined briefing is different from continuous audio monitoring. The ICO considers audio monitoring particularly intrusive and says continuous use is unlikely to be justified in most circumstances.
Limit recording to a clear purpose, defined time and relevant participants. Set access, retention and deletion rules, and complete any required data-protection assessment.

- Confirm the owner and deadline.
- Enter the item into the approved platform.
- Notify the responsible party.
- Verify physical closure before closing the record.
- Delete unnecessary audio and duplicate exports.
Bottom line
The recorder’s job is to preserve a precise site observation after the manager has made the environment safe enough to record it.
Stop, describe, reference, assign, verify and close. Never allow recording to compete with awareness or replace the controlled safety and project processes.
