A consultation response should represent the evidence received, explain how it was assessed and show what changed or did not change. Recording can support accuracy where the consultation process permits it, but the final response requires transparent human judgement.
Define the consultation record
State the question, audience, participation routes, recording arrangements, analysis method and decision authority. Explain how written, spoken and workshop evidence will be combined.
Separate feedback types

Do not rely on vote-counting alone
A less frequent response may identify a serious accessibility, safety or implementation effect. Explain how evidence quality, affected groups, feasibility and decision criteria were considered. Preserve minority and dissenting views where they are material.
Protect contributor context
Use anonymised or aggregated evidence unless attribution was agreed and necessary. Verify important quotations against the audio. Remove unrelated personal information and restrict raw recordings under the approved retention process.
Show what did not change
A credible response explains rejected or partly accepted proposals and the evidence behind the decision. Avoid language that implies every comment produced a change.

- Confirm every material theme can be traced to evidence.
- Check that contrasting views are represented fairly.
- Verify quotations, figures and affected groups.
- Review accessibility and plain-language quality.
- Assign actions, owners and dates.
