Recording workflows fail when everyone assumes someone else owns the next step. The meeting organiser may think the recorder user will approve the minutes; the user may assume the system administrator controls deletion; the administrator may have no authority over exported copies.
Ownership should be assigned across the entire lifecycle.
Map the seven ownership points
- Purpose owner: decides why recording is needed.
- Capture owner: operates the approved device and labels the file.
- Data owner: determines access and acceptable use.
- Review owner: checks transcript and summary accuracy.
- Record owner: approves the authoritative business output.
- System owner: controls accounts, exports and technical settings.
- Retention owner: ensures deletion, holds and exceptions are applied.
Use one accountable person per outcome
Several people may contribute, but each key outcome needs one accountable role. “The team” is not a useful owner for transcript approval or deletion.

Define handoff evidence
Each handoff should show:
- File or record identifier.
- Current status.
- Person accepting responsibility.
- Required deadline.
- Known uncertainty or restriction.
- Destination or next action.
This prevents an unreviewed summary being mistaken for approved minutes.
Handle external participants and suppliers
Clarify what the organisation owns versus what the supplier processes. Also define who responds when a client, employee or participant requests access, correction or deletion.
